Additional racers are allowed to participate, however:

ONLY THE TOP 2 RACERS FROM EACH DEN IN EACH PACK WILL BE ELLIGIBLE TO BE CONSIDERED FOR WINNERS OF THE OFFICIAL DISTRICT RACE.
